Legal Question in Family Law in Utah

My Fiance's Ex-Wife is using her child support for her own college tution can she do that? Also she isnt taking care of the kids everytime we get them she has then in clothes that are tattered and torn is there any way we can make her buy new clothes for the kids and make her prove that she is using the child support for the children?

Under Utah law there is a procedure where you can take her to court to get an order requiring her to provde an accounting of how she is spending the child support.
