How do I file a motion on my ex-husband who hasn't been paying child support for over a year? I want him thrown in jail.

You generally have to file a motion for order to show cause asking that he be held in contempt. It's a little complicated to explain the process. That's usually why you hire an attorney to represent you in these types of proceedings. Your issue begs the question of whether you have contacted ORS to have them collect the back child support. It's up to the Attorney General's Office to decide whether to prosecute him criminally for non-payment of child support. While he hasn't been paying child support, putting him in jail will only further aggravate the situation since he won't be able to work to earn the money to pay you anything.
