Legal Question in Family Law in Utah

My granddaughter wants to live with dad she lives with my daughter who uses her for meal ticket maid etc.and who is married to a 22 yr old they have ben together since he was 16. I have raised her older sister since she was 3mos old and have had my other granddaughter for one yr when she was in first grade she is now 14 and wants to live with dad which I aprove of he finally got his act together has stable job. if they have joint custody and she never let her see dad except for the last 3mos she has had 2 visits. in 5 yrs what does he have to do to get custody. Help my granddaughter please. Her little sister lives with another grandparent with different father. I have the oldest, poor Tahlia in the middle and stuck with mom. Now has a chance to live with dad.
