guardianship of a cousin

My cousin has custody of his daughter. She is living with grandma who is in her 80's. Can I get legal guardianship of the daughter with dad retaining his custody rights, to allow her to stay in the same town we are living in if something happens to grandma? Dad lives out of town and works a lot of hours. Mother has visitation only. Living with her mother is really not a safe situation, and is not an option.

Without knowing all of the facts, generally a cousin can apply for joint or co guardianship with the court that has jurisdiction over the child.
