Hospital Bill Collection
If a divorce decree states that both
parties are equally responsible for a
hospital bill, is it illegal for a collection
agency to change the bill into both
parties' names?

Since a collection agency is not a party to your divorce, they are not bound by the provisions of your Decree of Divorce. Under Utah law, the parents of a minor child are jointly and severally liable for the payment of their child's medical expense so the short answer to your question is that it is NOT illegal for a collection agency to change the bill into both parties' names.
