Legal Question in Family Law in Utah

My husband had his parental rights taken from him about five years ago. He and I met last year and we are now pregnant. I would like my child to know his or her brother, however the mother of this boy will not let me speak to her. I know that my husbands rights were taken away however it is now going to cause problems with my child. My child should be able to know his half brother. Is there something that I can do legally to get rights for my child.
