Legal Question in Family Law in Utah

My husband has a son with his ex girlfriend and they went to court, and determined everything and we get to claim him every other year. We are behind on child support and now she is telling us that we cant claim him until we are up to date. Do you think this is true or is she just trying to make things worse.
