Legal Question in Family Law in Utah

imperfection

we have been going through a dcfs case that was originally over a domestic dispute that we surrendered drug paraphanellia, over the past year we have missed 6 or 8 of our random drug screen tests that are court ordered, but we have also given approx.35-40 clean with 0 dirty should'nt that be enough grounds for dissmissal of drug relations to the case? we also have been enrolled in and are attending our duel focus support groups, also is it true that the state only has 8mos. to do what ever it is that they are going to do.if so should'nt they have done it already?
