Legal Question in Family Law in Utah

Insurance coverage

My ex states that his employer will not allow him to add our child to his insurance without him being able to claim her on his taxes. our paternity agreement states that whoever can purchase the lower costing insurance should do so. Can his employer require that he claim her on his taxes? He lives in Georgia, I, and our child, live in utah.
