Legal Question in Family Law in Utah

I know someone who is involved in a battle with the DCFS system. His son has a medical condition which was reported to the DCFS system when the child was in his care. Since then, the DCFS system has been giving him trouble. He does the random testing and has completed the classes required by the courts. His caseworker is now telling him that he has to do the tests over again, even though he has a court order that states that he has satisfied his order for the classes. He is now being told that he can not see his children except through their offices due to a recent dilution of a test. He has been sober since January. The DCFS system has him under a microscope and continures to make him miserable with any little thing that they can find.

Do you have any advise?

He can petition the court to allow him access to his children and to terminate the involvement of DCFS.
