Is there a law the prohibits children leaving with a child molester? if they ain't his children?

If the person in question is a registered sex offender, then yes, he is prohibited from living with any children usually. Also, the question is, where are the child's parents and why isn't the child living with either one of them, instead of the 'child molester'?
