Mortgage awarded to wife

Ten years ago, wife ordered by divorce decree to ''pay and assume'' mortgage loan. Wife refuses to refinance and take husband's name off loan. She still lives in home and is making payments. Because loan is still reflected on husband's credit, can't purchase home of his own. Husband wants off loan so he can buy a home. Is there a legal way to force wife to refinance? What rights does husband have over the loan? He has not signed a quit claim deed to the property.

Husband can file to get a court order that exwife either refinance or sell the house.
