Legal Question in Family Law in Utah

My mother has Alzheimer's so I have Power of Attorney to deal with her affairs although POA doesn't allow me to handle everything such as communicate with Social Security. Is legal guardianship the route I need to take or is there another that will cover all bases? Thanks!
