Moving out of the state

My brother-in-law and sister-in-law are getting divorced. My sister-in-law wants to move to alaska with my niece. Can my brother-in-law make it so she can't? He would never get to see his daughter if they moved.

He can fight her custody, which he should begin ASAP. The court has power to keep the child here, but not the mother. Otherwise there are different rules for visitation, which may include mother paying for the cost of transportation.
