Non-Custodial rights

This girl just served my brother with paternity papers for a child that doesn't think is his. If it turns out to be his can he sign over rights since she is 2. and still not have to pay child support even if the mom is on state assistants

If the child is proven to be your brother he will get the privilege of paying child support to help the mother raise the child that he helped create.
