Is there a federal law that mandates that at least one adoptive parent must be an American citizen when adopting an American child and taking the child to live abroad ?

Example: Adoptive parents are both Dutch citizens residing in The Netherlands. They are finalizing their adoption of American siblings in the Utah court system.
