Legal Question in Family Law in Utah

can a parent take a child out of state before getting a divorce and there is no danger to that parent or child if they stay, with out the consent of the other?

If there is not court order preventing it, and the parent gives the other as much advance notice as possible, including the location and contact information it would be ok.
