Legal Question in Family Law in Utah

I know that a parent can voluntarily relinquish their rights but if it is unvoluntary can the other parent request relinquishment of parental rights from abandonment or anything else?

Parents may voluntarily relinquish parental rights, but may not voluntarily relinquish parental responsibility. If a parent is determined to have abandoned a child the court may by court order terminate that parents rights - but the responsibilities (i.e. child support) will continue. The only way a parent is released from responsibilities is when the child is legally adopted by another parent.
