parental abduction

my daughters mother(we were not married)fleed with my child in may of 2000. i wanted to know what would be the best way to locate her so i can serve her papers and see my daughter for the first time in a year. i have little money to work with. are there any organizations that might help me in my search? i have established paternity and i am listed as the father on the birth certificate. what should i do? where should i go? please help!
