Parental Rights

My brother gave up his parental rights about 11 years ago, when he was 23. His daughter was 3 at the time and is now 15. I have contacted her via the internet and she now wants my brother (her dad) and our family a part of her life but her mother will not allow it until she is an adult. Is there anything we can do? Does the child have any say in the matter?

There is nothing you or your brother can do. He waiver his parental rights.

Frankly, there's nothing legally that you can do. If your brother's parental rights were terminated, such a termination is permanent and cannot be reversed. Once the daughter becomes an adult, she can pursue and establish a relationship with your brother at that time. Until then, the mother has full custody and control over the child and it's up to her as to whether she will agree to allow any contact.
