paternity rights

I have heard that you can claim abandonment if the father has not made an attempt to see the child in six months. Is that true? And what are the boundaries and restrictions that go along with that? My daughter and I live in utah and the father lives in wyoming. She is 9 months old and he has not tried to see her since she was 25 days old.

You can claim he has abandonded the child, and file an action to terminate his parental rights.
