Of course she can do it. She is an adult and has legal right to the children. If you want to take the children to live with your mother, you can do it also. You have to decide what you want to do. Obviously there are problems in your home. Your best option is to identify those problems and see which ones you are willing to solve. If you solve the ones which are of greatest concern to your wife, she will probably come back. If you make demands and order her to return home, she will probably file for divorce.
