My sister in law was hospitalized after having a heart attack from a reaction to meth. Her husband regularly smokes pot at home with there 20 month old daughter there. My wife and I want to make sure their daughter has a good life and we want to get custody of her. What do we need to do to make that possible, or how do we prepare ourselves so when the state takes her away we will get custody? We live in utah

You can file a petition to seek custody. Call and schedule an appointment.
You should call Child Protective Services in the area where the child lives and report the drug use. CPS will investigate and should remove the child. You should tell CPS that you want to be considered for the foster home while the investigation proceeds. If CPS finds that the home is unsafe and takes the child they will hold a placement hearing at the local juvenile court, at which time you should press to be named the temporary guardians and caregivers.
