Legal Question in Family Law in Utah

I have had my sisters two children for the majority of their lives. She has had two DCFS cases... both two years long. Her last case was closed in 12/2010. She has since relapsed(about a week after her case was closed), into drugs and has completely left her children with me-- again. She is now saying that she is clean and would like them back. She has moved to a different part of the state. The father of one of the children is in prison and will be here for a while. The other father is unknown. Children's ages 5 and 2. What are the chances of me taking custody of both the children in court. I don't think i could give them up again.

Your chances appear to be very good. You would be doing the children a favor by keeping them from a drug using parent. That mother asserts she is again clean does not mean anything until she stays clean for an extended period - and proves it.
