Does the non custodial parent have the right to cut or dye their child's hair without the permission of the custodial parent?

Yes, but it would be appropriate to discuss that with the other parent.

Much of it depends on how old the child is. Technically, the answer to your question would be yes, but in reality it's probably not the best thing to do. It may be something both parents should discuss again, taking into consideration the age of the child.
