My son has had physical custody of his son for just about 2 years and the mother has been receiving child support the entire time. He cannot afford a lawyer, she refuses to stop the support and ORS will not do anything because she cannot be located. She has already lost custody of another child due to neglect. What can he do??

Unfortunately, he really does need a lawyer. He needs to petition the court to modify the custody order which would result in a change to the child support to where she would pay him. The court may make her obligation retroactive to the date your son took custody of his son.
Spend money on a lawyer to get the child support terminated and to get sole custody of the child. Your grandson needs to be protected and the only way possible is for your son to get legal sole custody.
