Legal Question in Family Law in Utah

My son just returned from Iraq. He and his ex-wife share custody of 3 children. He was not able to even speak to his children during the last months of his deployment. His ex wouldn't answer his phone calls. Now that he is home she will not allow him to have the children. What should he do?
