In the state of utah if you are still married but separated and the wife gets pregnant with another mans child but she's still married why does the husband have to sign away rights even though its not his child.

Because the law presumes that a child of a married lady belongs to the husband. Therefore you need him to sign off, or have the natural father file for paternity.
