Temporary custody

2 years ago me and my 2 children became homeless. My ex-mother in law was willing to take my 2 children but had me sign a temporary custody form so that she could get them insurance (so she said) the deal was that once I had a home I would come and take my kids back. 2 years later and she still refuses to return my kids to me telling me that I have not met the agreement we had. She is now telling me that as long as I am dating my current boyfriend. The paper I signed was not done in court but notarized in a bank. I had believed that that gave her custody and I had to pay child support and abide by her rules but a friend just told me that may not be true. What rights do I have to go and get my children back?

You have legal custody until there is a court order changing that status.
