Terminating parental rights

My daughter had a child 8 years ago. her and the father never got married. The father has been in and out of prison most of the childs life. he was ordered to pay child support but never has. My daughter is now engaged to be married and her fiance wants to adopt her son. how can she go about terminating the parental right since the father is still in prison?

The father's parental rights can be terminated and then the step parent adoption can occur.
