Termination of parental rights

How do I go about terminiating all parental rights and obligations to two minor children in the state of Utah?

I assume that these are your children. You don't.

You are the parent for life. You brought life into this world and until they are age 18 you are financially and morally responsible for them. A more responsible person who cares for your children may wish to take over your role through a step parent adoption - but you cannot make that happen. The law states that the parents who create a child are responsible for that child until the child can care for itself. Moral and responsible people also acknowledge that a child is entitled to the love and guidance of a parent as well. However, if a parent is incompetent and truely unable to care for a child, the state can place the children in a foster or adoptive home. Nevertheless, to the degree possible a parent is still responsible for the child until adopted by another.
