Do I have the right not to testify against my spouse?

A spouse - "Jack" "owns" the right to prevent testimony against Jack and can prevent Jill from testifying against him. However, this is limited to criminal matters in which Jack can be imprisoned for more than one year. It does not apply in civil cases.
