Visitation

My friend lived in Utah with his girlfriend she had a baby but did not put his name on the birth certificate, he went for a paternity test but she did not show up with the child. Is there any way he can demand another paternity test and is there any legal obligations for her to take the child. He has now had to move back to the UK because of family illness, how does that affect his status?

He must file a petition to determine paternity, then obtain a court order to compel the mother to present the child for testing. If the results show he is the father, the court can then make the order of paternity, placing his name on the birth certificate, also order child support and visitation.
