visitation rights for unmarried fathers
unmarried birth father in utah on birth certificate and has positive paternity test. son is 9 yrs old and has been moved out of utah to washington by mother and step-father. what are the father's rights to visitation and communication with his son?

None in Utah unless established by a court. You will need to inquire in Washington to create any rights there.

You absolutely have the right to visitation and communication with your son. You will need to file the proper action in the District Court seeking the relief you're requesting. There may be some complicated issues however regarding which state now has proper jurisdiction over the matter.
