What are the rights of a person under the age of 18 who is in a residential treatment center in Utah? do theese laws/Rights differ from federal laws/Rights? How? can a staff put their hands on a student in any way including hitting, punching, throwing, slamming, physically harming?

The staff in a residential treatment center are not allowed to physically attack a resident. They are allowed to use reasonable force to restrain the restident, but may not be the aggressor.
