Employee Garnishment

My name is Sheila and I had a constable try to serve garnishment papers to our office last week. He told me that it had to be a manager that received them. There was no manager here. Today another constable came and gave me the papers and said I didn't need to be a manager. He did not have me sign anything he just asked for my last name. I noticed after he left he did not fill out any information such as date, time, who recieved it etc in the box provided for him to do so. Has this garnishment been legally served or not?
