Finger nails down a chalk board?

Is this not life or death, but I was wondering if there is some ordinance or if I am being petty. My neighbor has a two-year-old who blows his loud whistle from dawn till dusk. It is like listening to finer nails down a chalk board all day and my nerves are freyed. Do I have to suffer in silence?

Call the police for a distubance of the peace complaint.
