Legal Question in Civil Litigation in Utah

I purchased a trailer for $2000.00 and after the final payment had been made, I asked for the title to the tr4ailer and the owner said that he did not have a title on the trailer but he gave me a bill of sale. He told me that the company that he had financed it through had folded. I was told that all I needed to do was to send a letter to the last known address of the company and if it was certified and returned unopened, the state would issue a new title. I later found out that the company that had supposedly folded is Citi Financial and they had only closed that branch. What are my recourses to get a title for the trailer or get my money from the person selling the trailer?

The former owner can apply for a new title. IF he has paid Citi, they will release the title and you can get a new one. If he has not paid Citi, you may need to sue him to get repaid or a clean title.
