Legal Question in Immigration Law in Utah

I just got the most devastating news from a dear friend of mine. I live in CO and she lives in UT, but we have kept in touch over the years and so do our children. When she called this morning I figured it was the same old thing, however, I was mistaken. Her 6 year old daughter was hit by a truck. Wow. I feel helpless what can I do? Then she tells me that the man that hit her only got a citation for not having a drivers license, and that he is an illegal so there is nothing she can do. I am horrified, this hit too close to home for me. I decided that I have to do something so I am asking is there anything I can do? The little girl was crossing the street on her bike with her step sister while at her fathers house, no one was out there with them and they were not wearing helmets, I believe that the other girl is about the same age. The girls said they looked both ways before they crossed, one made it one didn't. Luckily she is awake and will be getting out of ICU soon. It just does not seem right that this man should hit a child and get away with it, apparently there are witnesses that say the girls didn't look, but even that aside should he not still be at fault he didn't have a license or a right to be here!? What can be done?
