Can a 17 Year old boy get a green card if his uncle applied for him and his family and got approved.

The uncle, who must have been a US citizen, filed a petition for a sibling. the sibling and spouse and children under 21 are permitted to get their green cards through that process, so yes, but what happened that the 17 year old didn't get his?
