what is the definitinon of an immigration detainer ?

An immigration detainer is a document forwarded to the criminal detention center to hold an inmate after the date of his release for pickup by the U.S. Immigration and Customs Enforcement branch. It advises the jail or prison to hold the person no longer than 48 hours after the inmate's release. If USICE does not take custody, technically, the jail must release the alien. This seldom happens and it may take several days, even weeks, before USICE picks up someone from the jail and takes over custody.
