Status
how can a person that entered the country legally in 1994 but stayed ilegally change their status?. Mother is U.S. Cotizen

It depends on when and how mother became a US citizen, if anything was ever filed for the foreign national in the past and the foreign national's current age. You should consult with an immigration attorney to discuss your immigration history and mother's immigration history to determine your eligibility for immigration benefits.

If you originally entered the US legally and have proof of it, you could technically adjust status through a close US Citizen family member (parents, spouse, for example).
