liability

I am financing a vehicle for someone in another state, if they are involved in an accident even with them insuring the vehicle themselves can I be held liable.

Probably. You should not finance a vehicle for someone else without them obtaining a policy which specifically names you as an insured person. You should also make sure that policy is for a sufficient amount of money that if the user gets in an accident that you are well protected. Even then if there is an accident and there is not enough insuranc, you may be personally liable for the amount that insurance does not cover.
