Legal Question in Insurance Law in Utah

primary, secondary responsabilty

In sept. of 2006 my 18 year old son was in an accident. He had to have his jaw wired shut. After th accident his implyor decided to give him health care coverage. He lives in our home. He had started with the differant surgeries to repair his jaw. All bills were payed by my insurance carrier. I am his father. now over a year later my insurance with drew its payments and said it is the other carriers responsability. His new carrier wont pay because it is past the dead line to fill a claim. What can we do.
