Legal Question in Juvenile Dependency in Utah

In juvenille court, if there is a conflict with a judge on the case (he is close friends with one of the parties) what steps need to be taken to get that judge dismissed and a more approperate one in place?

You would need to have your attorney file an Affidavit of Prejudice with a request that the judge recuse himself from the case. The presiding judge will then assign the case to a new judge.
