Employer using fellow employees as spies

I had a fellow employee approach me and tell me that he had been asked by our supervisor to document any ''problems'' that he had noticed about me in an effort to document any wrongdoings concerning a specific issue. The supervisor is our direct manager (we both report to him/her). The supervisor spoke to me directly concerning the issue and we agreed it was an oversight on my part at which we again agreed it wouldn't happen again. One day later, the supervisor approached my fellow employee and asked him/her to keep track of any further wrongdoing on my part. Can an immediate supervisor recruit a subordinate to more or less spy on a fellow employee?

Yes. Note your coworker was not a spy, he/she was upfront with you about the task to "keep and eye on you." Forget about it and tend to your work. In the real world there are always employees who report to supervisors about coworkers. If you do a good job, you should have nothing to worry about. If you do not do a good job then it is only a matter of time before someone discovers there are problems and cures them.
