How likely is it for an employer to file a judgement for tuition reimbursement?
I worked for my employer for 3.5 years and during that time only claimed tuition reimbursement 2 or 3 semesters. I quit and was contacted not too far after stating that I needed to pay back the $1600.00 or so dollars in monthly payments or I would have a judgment filed against me. How likely is it an employer would go through that trouble and how do I find out if they do in fact have the ability to require repayment?

You need to find out exactly what the terms of the tuition reimbursement program are. For example, reimbursement may depend upon employment for a specific term of years which you may not have met, or may depend on the relevance to employment of the subjects taken, or may depend on continued employment for a specific period before leaving employment.
Terms may be found in your employee handbook and/or from the human resources department.
As for the likelihood of them pursuing a suit against you, that is an unknowable. It's a relatively small amount that may not be worth pursuing by the employer for the money but may be worth pursuing as an object lesson to other employees.
