Legal Question in Employment Law in Utah

Is it legal in the state of Utah for a former employer to withhold an employee's last paycheck? He is withholding it until I sign a document basically validating the termination. I was told that this was illegal since I was paid by the hour. He is also withholding my W2. Any possible advice?? Thank you.
