Unfair pay structure

I have worked at my current job for almost 7 years. I haven't had a raise in over 3 years. Meanwhile, other people who have only been there a year are getting regular evaluations and now make more than I do. I am a hard working employee, however I was told I would never get another raise. I've never been given an evaluation either. I'm wondering if it is legal to give some people pay raises, and to ignore other people even though they do the same kind of work and have been there much longer. It seems very unfair and rather unethical.

I assume you are NOT working for a public entity. In the private sector you are not guaranteed raises or reviews - unless the reason you do not get raises is due to discrimination based on your race, gender, religion or other unlawful descrimination - such discrimination is unlawful. If you think you have been disciminated against, contact the Utah Anti-Discrimination Division (or the EEOC) who can take and evaluate your complaint.
