I missed a phone call because my VOIP internet phone didn't work. Can my boss require me to pay for a cell phone and service in order to continue working for him? I thought if he requires it as a condition of employment, then the employer has to pay for it.

Generally if the employer requires you to have a cell phone as part of your job, the employer will pay for it. If your employer requires you to be available off hours by telephone, then you may need to provide your own telephone service.
